Studying in the UK

Hello. I am helping a friend do some research. He has been in the UK (from Philippines) since Jan 2012 on a Domestic Worker Visa and is now looking to bring his daughter over to study a degree here. She is 17 & has already completed 1 years of study in Civil Engineering in Philippines.

I was wondering what the process is for brining her over to study and what documentation show will need to acquire.
Also, what are the general costs involved.
