Dear experts,
Please advice if the job needs to be advertised if the job role is a scientific one.
If the role is a scientific one, I have read the guidance on RLMT which suggests that non-eu candidate can be employed over other candidates if the immigrant is the most suitable person for the job (job code falls under PHD level SOC). But does the job need advertising for 28 days?

Yes, a candidate with PhD SoC code can be employed if they are most suitable. However, it does not exempt the employer from RLMT and still need to follow the process (i.e. advertise for at least 28 days in addition to other requirements).

Do they have to advertise the job in universal job search (gov jobcentre website) for 28 days.
Can a recruitment agency advertise it on the behalf of the company. Only thing is they will not mention the name of the company as they are recruitment agents.
other details such as salary range, job title, description etc will be listed in the advertisement.

Please let me know

For PhD SoC roles, its not required to advertise on JobCentre Plus. However, the company still have to advertise at two places. I would suggest that you read the sponsor guidance. All the details are mentioned in there.

Also, its not you, its your employer that has to ensure that the RLMT is carried out properly.

i am just nervous, because the HR is new to this and doesn't have a clear idea of RLMT.
I was contacted by recruitment agent who arranged for the interview and the company is intending to offer me this role.
In this case, can the recruitment agents advertise on various mediums to provide proof of RLMT.. (will screen shorts of the advert do??)
they had advertised this role for about two months on reed, jobsite and totaljobs previously.

The company is a licensed sponsor and the role is R&D.

While applying , i do not want any issues due to the cost involved if something goes wrong..
Please advice

It's fine to go through a recruitment agency as long as your employer maintain a proper record of agreement with the agency. Please note that home office will contact the employer (& not the recruiter) for any documentation related to RLMT. The employer cannot blame the recruiter in case of any lack of documentation. Home office will not entertain it. The list of documentation to be maintained is also mentioned in the sponsor guidance. Ask your employer to read the documentation. It's all in there.
