Spouse Settlement Visa - Immigration Healthcare Surcharge

My husband is going to apply for a Spouse Settlement Visa for the UK. Does he need to pay the Immigration Healthcare Surcharge which was introduced on 6 April 2015?

I'm reading about it online and the rule is confusing me.

Yes he does. He will need to pay £600 before submitting the spouse settlement application. This in addition to the visa fee of £956 and will cover the first 2.5 year period.
