Tier 2 Sponsorship Rejected, how to appeal?

I have applied a resctricted CoS for a Registered Nurse post on 22 May 2015. I have demonstrated that we have been advertising for this job since November 2014. We have been advertising in the organisation's website, Friday add, carehome website, jobs planet, open day advertised in jobcenbtre. I have sent all the supported documents. I have advertised the job in the job centre as well, but the closing date was 21 June 2015. However we have been advertising in other websites for quite long time.

I have received an email on 22 June where the application was rejected. This all new for me, I am wondering what shall I do next to appeal, as we have been looking for nurses since 2014 without success??Could anyone help me with that as I only have 5 days??!!

There is an annual quota of 20,700 for T2 restricted CoSs, broken down into a monthly figure, and applications have recently exceeded the quota. Applications are granted according to a point scoring system, see para 29.17 of the sponsor guidance:

I suspect that the application for the restricted CoS wasn't for shortage occupation job SOC code 2231:

therefore she didn't score 75 points from column 1

Unless there was some other reason for the refusal you cannot appeal it but could re-apply next month. Keep in mind that RLMTs are only valid for 6 months.

We haven't got a closing date in our website ("because we are looking for nurses constantly")and also, they have received more applications than CoS they can issue, they were checking every single little detail. That is what they said to me over the phone.
