Getting Italian Passport if already Italian citizen

Hi, first post here so Hello!

I have a friend who is an Italian citizen, living there with permanent permit to stay for past 15 years+. She was born in Thailand and hold a Thai passport, but now wants to apply for an Italian passport. She has been told various stories on how to do this, all involving going back to Thailand and going to the embassy there, does this seem right? Does anyone out there have any experience of this or know of anyone who has got a passport this way?
