euro residence card holder able to sponsor himself?

Hi,
Hope someone is able to advise me on the below situation.
Brother In law received residence card for 5 years based on relationship with my husband (his brother) (non EU with pr) and myself EU national.brother in law holds residence card for 2 years and has been in employment himself and lives on his own.
Now he is planning to get married to a non EU who lives in Asia. Is he able to sponsor her in anyway to the uk on his residence card?
If yes- what are the requirements? If no why not, and when will he be able to do so?

my second question is, after his residence card expires can he apply himself for pr/naturalisation without the help of myself (eunational)?and my back up documentation?

A brother is an extended family member (71).

I don't think that there are any provisions for extended family members to sponsor their own dependants.

Moreover, he may have problems remaining in the UK himself.

Many thanks vinny for your quick responds.
I just wondered after 5 years of residency with a residence card doesnt it give you automatocally pr status the 6th year? And you can apply for naturalization without the pr?

I dont want to sound horrible, however i sponsered my husband throug this route, and i know i had to provide a lot of documentation for his pr. He only now is getting hos doca ready for naturalization. I dont want to take the responsibility to go through this process in 3 years time for and adult brother in law. Not knowing either when by that time ill be in 5 years continuous employment. Also since he is doing his own thing....

PR is automatic only if he is residing in accordance with these Regulations for a continuous period of five years;

Unfortunately, by living on his own and being no longer dependent on his brother, he appears not to be residing in accordance with these Regulations.

Is it only residential/adress that will be a challenge?
I believe all his bankststements are online and wageslip have our address on there. Im just thinking the worse case scenario. With this would this sufficient for residential prooproof?
