Public funds query on application form FLR (M)

Hi All,
Can anyone help us on the following section of the form FLR M

section 7.6 - Are you or your sponsor receiving any public funds?

My wife is full time student (who will be single applicant for FLR M) and we are getting council tax discount (Single person discount), as they consider only me in the house eligible for council tax. And we are not getting any other benefits.

Question 1:
Do we need to fill section 7.6 as yes or no, but from the below list 2 items are confusing me which is related with Council Tax.

Question 2:
Regarding the accommodation proof, we live in the own property (mortgaged), do we need to get the valuation report to prove that house can accommodate my partner(to prove house is not overcrowded) who is already living with me for the past 3 years in the same property?
