Autumn 2004 pre-budget report

Gordon Brown (Chancellor of the Exchequer) is due to deliver the pre-budget report today..expect issues like the following to be discussed

1)The MBA scheme allowing graduates of the top 10 business schools in the world to be allowed to work in the UK initially for 12months

2). Hikes in immigration charges starting April 2005 - consultation period ends this month!.....it is likely that HO will try to clear existing backlogs before the Fee hikes come into effect....

3). No other major 'economic migrants' schemes will be introduced in view of the fiorth coming elections...

I went to the 2004 pre-budget report page of the HM Treasury website, and do not see any mention of 'immigration', immigration fee hikes, or plans for taking care of the backlog.

Did I miss it? Did anyone else see it? Here's the page (Happy reading):
