Re-applying for EEA Family Permit - wording?!

Hello, I need some help with figuring out requirements for the subsequent EEA Family Permit applications.

My parents are in UK on foot of now expired EEA FP. We have applied for residence certificate 1.5 months ago, and subsequently requested passports as my parents may potentially require to travel due to family matters. In the cover letter the following wording is given and I quote:

"It should be note that any such application [for EEA FP] would need to be supported by evidence to show that the EEA national is in the UK, is exercising Treaty rights, and that the relationship is as claimed".

Surprisingly, there is not a word regarding dependency - something that we have struggled with and had to have it established in First Tier Tribunal. Do I read this correctly, and no requirements of dependency will be requested if my parents leave UK and before they obtain Residence Card to re-enter UK? And secondly, will exit from UK automatically stop the clock for processing of their applications?
