Exceptional consideration procedure - Restricted CoS

Hi experts,

Could someone please let me know what are the accepted reasons for exceptional consideration of restricted CoS? Employers whose RCOS were refused due to cap could apply for exceptional consideration?

It has something to do with the delay in assigning the licence to a newly registered sponsor. If the delay is the fault of the govt and the start date of the job is very close, the HO will consider it to be an exceptional case.
I know it is disappointing, and believe me, I have thought of the same thing, but most of us can't take advantage of this procedure.
