Lost Passport & Visa_ Applying new Passport and TOC

Currently I’m in Manchester.I have lost my passport a month ago on which I have my valid visa. I have registered the complaint in Manchester police station regarding the loss of passport, following to that I have applied for a new passport in Indian High Commission. I’m expecting to receive my new passport in this week. Now I’m on the process of filling my application to transfer my visa to new passport. I have following queries. Could anyone please help me with their answers?

 1.17 If you have completed 1.16 and the address is that of your immigration adviser, please state their Office of the Immigration Services Commissioner (OISC) number
[Ques] : I have given my current address in 1.12 and I will be staying in this address for another 3-4 months. In that case, should I need to fill 1.16 and 1.17 ?

 1.18 What leave do you have now and when does this leave expire?
[Ques] : I’m confused here. My visa is ITC Tier 2 which will expire on Jan 2017. In that case, what detail I should fill here?

 1.19 Was this leave issued as:
1. Entry Clearance issued overseas
2. Leave to Enter
3. Leave to Remain
[Ques] Option one should be checked?

 3.4 British diplomatic post if they were taken abroad
[Ques] : I have taken my visa from VFS UK Visa Application Centre Chennai - Address: Fagun Towers, Second Floor, No 74, Ethiraj Salai, Egmore.Are they expecting this address OR as British Deputy High Commission, Chennai ?

 SECTION 6: Documents: Any Home Office letter(s) notifying you and/or your dependant(s) of the grant of limited leave to enter or remain in the UK, and
 SECTION 6: Documents: Proof of your identity in the form of documents confirming your name and address, such as those listed below.
1. - UK driving licence
2. - council tax letters
3. - letter(s) confirming tenancy or mortgage payments
4. - Electricity, gas or water bills
5. - letter(s) from employer(s) confirming employment
6. - letter(s) confirming registration with a doctor

[Ques] : 1. I don’t receive any home office letters notifying the grant of limited leave to enter or remain in the UK. Can I leave this checkbox without filling anything on it?
2. What all details should be there on the letter from employer(s) confirming employment ?

 General Question : Can I Opt premium services for my case ? When would i get my visa if I opt premium services?
 General Question : Did I have to go undergo any biometric procedures? My finger prints has been already taken as part of a previous UK immigration application.
 General Question : What is normal processing time of Transfer of Conditions applications if I can produce all valid documents?
