Can a child with Tier 4 dependant visa claim Free childcare?

Hi,

As the topic, I have a child who is 3 years old now and she holds a Tier 4 dependant visa on which it states 'no public fund'.

Then can I claim the 15-hour/week free childcare for her? Besides, when she turns 5, can she go to schools free of charge?

Childcare vouchers or early education funding are not included in the definition of Public Funds and there is no restriction or charge for primary school education.
