Biometric Enrollment

Hi hope someone could assist me here. My friend applied to the HO for DL and was requested to do the biometric which he did a month ago and his application got returned due to them being unable to collect the funds. He sent his application again and now they have sent him another letter to do biometric. What I'm not clear with is, he did the biometric no more than 6weeks ago and does he have to do another one for this application? Nothing has changed or whatsoever, why should he do it again especially when the gap in between is not so long. Can the HO really do that or they may have made a mistake coz they do have his biometric details already in system.

Someone assist me on this

Biometrics need to be enrolled every time one applies.
