Immigration Health Surcharge Urgent Help

Dear Experts,

Please help urgent on below queries:-

I have applied for Tier 2 visa outside UK on Tuesday, 16 June 2015 and paid Immigration health surcharge fees on Monday, 15 June 2015.

My Tier 2 visa application got rejected due to insufficient salary mentioned in CoS on Tuesday, 30 June 2015 and I have not asked for any administrative review and accept the UKVI decision.

Now, I will be reapplying for Tier 2 visa with another CoS.

My Questions are:-

Can I reuse the same IHS reference no for new Tier 2 application as I have not received any refund till yet even after the 28 days of administrative review period is over or should I wait for IHS fees refund, then repay the appropriate IHS fees to create another IHS reference number for new tier 2 application.

How much time it would take to receive IHS fees refund in account after visa application refusal ? As mentioned in UKVI website, it should come automatically after the administrative review period is over or appeal get rejected.

I request you all experts please help me to clear the above queries, many thanks for your help in advance.

My application got refused on October 1st, I didn't do administrative review, and I still haven't received a refund.

Has anyone ever received an IHS refund? IF so, how long is the processing time?

A friend of mine is in the same situation and I've been looking to get him some advice... Any information on this particular issue please?

Knowing the UKVI, they'd probably want another IHS payment and then refund the previous one which isn't exactly all catastrophic but when you're looking at affordability, it can become a huge burden.
