Surinder Singh - do I need to work on return to UK?

Hi.
Can anyone answer the following:
If I am British and have lived and worked with my non-european wife in a European country for a few years and then want to return to the UK then I understand under the Surinder Singh route she can apply for an EEA family permit to enter the UK with me. I understand this will be valid for 6 months and I do not need to be working in the UK when I return. However if after the 6 months my wife wants to apply for a 5 year residence card, would I THEN need to show I am working in the UK when she applies for her Residence?

If anyone knows the answer would be much appreciated.
