Following are my thoughts and I wrote to the Indian High commission in UK about this (awaiting reply).
Do you agree with the below questions / thoughts?

Dear Sir / Madam,
I was an Indian citizen and I acquired British citizenship recently.
I am looking to surrender my Indian passport but it came to light that a British passport must be presented to surrender the Indian passport.
When a person has British Naturalisation Certificate and he doesn't want to get a British passport (due to personal choice/preference), why the Indian govt makes it mandatory to get a British passport , when the applicant has no need / willingness to obtain a British Passport.
I would like to ask below question, which are :
a) Isn't a British Naturalisation certificate enough proof to show that foreign citizenship has been acquired? This should be enough to get Indian passport surrender certificate!
b) Indian Passport Act, 1967 states that the Indian passport should be returned to Indian post or high commission , it doesn't state (and can not state/dictate) to get passport from the country of Naturalisation.
c) If I have no need to obtain UK passport and I need it ONLY to surrender Indian passport , is the Indian government willing to bear the cost of my British passport (about £ 72.50+expenses for photos and postage+time for UK passport interview) ?
Please let me know your thoughts and justification on this.
If this rule has been going on for a while, I would request you to make an amendment in to this.
