islamic divorce

Hi everyone,
I am new member of this site, i am in a very complicated situation need desperate help please, my situation is i came to uk on spouse visa and then got islamic divorced in 2009, since then not in touch with my ex, i got my nationality in 2014 and got married in pakistan, i applied for my wife's spouse visa but got rejected on the basis of they need a proof of end of previous marriage, because me and my ex were not divorced through the court and lost all the contact to each other but the strange thing is she got married to a pakistani student and got his settlement visa, this is very strange for me, now i have applied for a divorce through court but my ex is not signing it which makes my problem prolong, my question without getting divorce from the court how would my ex got her husband's spouse visa and y cant get i get my wife's spouse visa even though i have got islamic divorce and pakistani union council divorce with me, i know its a long post but please if anyone help thanks alot.
