Tier 2 Eligibility and Cooling off period

Hi,

I was in UK from 25th Sept 2014 - 31st July 2015 and my ICT T2 - ST visa is getting expire on 24th September. Now I am back in India and getting another opportunity to flying back to UK.

1) Again for ICT T2 ST, will the cooling off period be applicable? Although I still have a visa till 24th Sept 2015?
2) I have read somewhere that I can apply for ICT T2 ST to ICT T2 LT. No cooling off period would be applicable but still want to confirm.

1. Once you relocated back to India, your employer would have updated the home office about the move. The old visa may not be valid now. For a ICT ST to apply again, you will be subject to a 12-month cool off period.

2. Yes, you can apply for ICT LT without any cool-off period.

1) If I have offer from another company and umbrella company is sponsoring me , In that case can I apply Tier 2 General VISA in UK or from my home country (India)? If not then why?
2) Will Cooling period off be applicable in my case? As someone said VISA can be applied based on first VISA (2008)?
3) How can get Tier 2 General what are other possibilities in my scenario?
4) If I got Long Term VISA from my existing employer then Would I be able to apply for PR?

Please provide your valuable inputs on above queries.
