Appointment with the public enquiry office

I am applying for Indefinite leave to remain (ILR). I have been trying to get an appointment with the public enquiry office (PEO) since last few days. unfortunately i never got an appointment as they were fully booked. The office opens at 9am and i had tried calling them exactly at 9am . i got to know that they were all already booked (i had attempted calling before 9am but got the message that the office is closed). They said they cannot tell when will the next open day for the appointment will be released. Many people here, in the forum, must have got the appointments over the phone. From your experience what's the best way (timing) to book a successful appointment.
I am on work permit and will be completing 5 years this month and have one person as dependent.
