Help with Tier 1 Visa Partnership

Hello All

I wanted to ask can someone come to UK under TIER 1 Entrepreneur visa if that person want to invest 100K OR 200K and be a partner of a UK established business?

I am British and have running business which is doing well and my friend who lives in outside EU country would like to add up 100k or 200k to my business and want to be my business partner but I am not sure if he can apply under TIER 1 Entrepreneur visa

Please note that my friend has no school/college certificates but he can speak English and have good idea on how to run business

If Tier 1 does not apply can someone tell me which ier he can apply under?
