I just had a brief read of this and the two things I noticed were...

There is no longer a requirement of 7 days residence in the area you wish to marry prior to the marriage.

It is now mandatory to make an appointment to give 90 days notice of intent to marry in person at the Registrar's office. There is now a fee of 150 euro for this.
