Tier 2 ICT dependent to Tier 2 general

My wife has been with me for 2 years as tier 2 ICT dependent and has been working here.

We are now thinking of her converting to tier 2 general. Her current company is willing to sponsor and we believe she has enough points.

Will appreciate ur help in understanding
1. Will she need to have one year cooling off period or can she apply now
2. Does she need to apply from home country or can she do it from UK itself

1. No cool-off applicable for her.
2. She will have to apply from home country, cannot do it from UK.

Thanks for quick response. Do we know the success rate for tier 2 general ( I know it's a vague question). Does the embassy reject even if all documents are in order. She is a senior person making more than £100 k. The thing we are worried is what are the chances she is refused. The alternative to us is for me to continue on ICT and her continuing to be a dependant, but obviously then no ILR. Basically want to understand risk vs gin. Thanks again on answering a vague question

If all the paperwork is genuine and in order (both by her and her employer), I don't see any reason for rejection.
