Income threshold for getting PR

I had applied Tier 2 visa (Senior sous chef) on 3rd April 2011. The home office got my application form on 4th April 2011.

The visa was granted on 23rd June 2011. My five years will be completed on 22nd June 2016. So I will be eligible on or after 27th May 2016 to apply for PR.

My occupation is on shortage occupation list. It was on shortage occupation list when it was first applied.

My concern is regarding the income threshold required to get PR after April 2016.

As I found the documents of home office it is mentioned that who had applied Tier 2 visa on or before 5th April 2011 the income threshold will not be applied for them to apply for PR.

Could anyone please advise and make it clear regarding the issue?

Shortage is exempt from the income requirement.
