Return envelop not paid for

Hi guys,

I submitted my application on 27th Aug and bio was done on 12th sept but haven't heard back from Ho yet, my wife posted the passports and stuff through RMSD and also included a return envelop but they didn't charge for it or forgot to do it, does that mean the HO will return the docs in that envelop but because it has not been paid for so our passports could be lost?
