HSMP points - is an American J.D. a Doctrate? Database eval?

I'm hoping someone might know the answer for this, I have been looking for the answer for months and no one seems to know. I have an American B.A. and an American J.D. (Juris Doctrate - 3 year post graduate law degree). I also just finished a UK Masters and am waiting for my results. I am trying to find out if the American J.D. is considered a doctrate (50 points) under the HSMP application or as an master degree (only 35 points). Does anyone know??

I don't want to submit to the educational database evaluation for a number of reasons but most importantly is the time, I need to get my application in before my next birthday (next month). Is this evaluation really necessary/beneficial?

I am also heard mixed reports about sending transcripts/diplomas (certificates) for HSMP evaluation. I have been told that sending just official transcripts results in failed applications. But my diplomas are physically difficult to send, they are quite large and framed. Does anyone have any experience with this? I have been told that an alternative is to subit official transcripts and a letter from the institution.

No it is not and you should know better.
I submitted sealed transcripts and wrote the diploma is not of the size and shape that it can be mailed off.
This worked but that was 5 years ago. Today based on the nightmares I hear I would take a picture of the diploma framed in its glory.
