EEA EFM Rihgt of 2nd Appeal?

Hi Obie
I have applied in july 2015 for residence card EEA EFM application which was previously refused last year in November 2014. I applied again this year in July 2015.

My question is
if they refused me for any reason this time < will i get right of appeal or not??

I have sent them 3 years of cohabitation with this application.
