Does IGS holder require visa to france eg for short holiday vist?

If you normally need a visa for France then yes, IGS makes no difference, it's a UK-only visa.

Check the websites from some of the schenguen countries (france, spain, germany, netherlands) and find out if your country requires visas for the schenguen area. The IGS is a UK only visa and it has no impact on your immigration situation for other countries. ILR is very similar, you still need a schenguen visa to visit europe even if you hold ILR (if you normally need one).
