To my knowledge, your wife needs to be a qualified person for you to apply EEA2.
Qualified person is someone, either working, seeking a job, self sufficient or students with some certain insurance.
It seems your wife currently does not belong to either of these category. So I'm not sure EEA2 is viable ...
But I'm not an expert. As seen in this forum, there is often a way out. Wait for some experts on this forum to give you better option or advice.

Thank you for your reply. She was working before she had to quit the job because taking care of three kids ( we had some issues with social workers) is hard. I am trying to apply for visa so I can properly work and support my family.

I suspect the wording "was" under this context might be related to retained right of residence under situations such as: divorce, death of sponsor, and some other scenario involved children... etc.
But again, do not take my word, I am neither a lawyer nor an expert on this subject. However that document should be useful.
