family visit visa refused

Hi,
I am Sri Lankan and my wife is also Sri Lankan, We are on refugee status in the UK. As we are having our second baby next month, I invited my Mother in Law to look after the baby support my wife during pregnancy and antenatal care. However, my mother in law's application is refused. we provided invitation letter, tenancy agreement, payslips and bank statements. She has enough money to cover her living expenses in the UK which is GBP6300. she provided documents to prove the source of income which are a letter from insurance company that she received a premium of life insurance. another source she received some money from her father as a gift. to prove this, we attached a letter from her father and land sale deed. she has a property in her and her husband name in sri lanka that we provided the deed.her husband is working in srilanka. she also has a fixed deposit of GBP4500 which is another life insurance premium. we provided documents to prove that. I here with attach the refusal letter. please advice me how can i reapply and which documents i can provide. your help really appreciated.

* You have applied for a visa to visit the UK for 2 months to see your daughter. I understand and accept that family visits are important and I have therefore carefully considered all of the elements of your application, weighing the importance of your proposed visit against the requirements of the immigration rules.

* you have said that you are supported by your spouse and I acknowledge that you have shown he works as a care taker of the church earning LKA Rs 20,000. You have also said that you earn GBP50 per month from savings and investments and GBP200 per month from other sources including friends and family. You have estimated the cost of the trip to be GBP3500 to you personally have said that no one is assisting you in cost of this trip.

* In support of your financial circumstances you have submitted a bank book from seylan bank showing a closing balance on 28/10/15 of LKA Rs 1383336 (GBP6355). All but LKA Rs 74532 (GBP342) has been entered in to your account after 08/07/15. Your bank account contains a large number of recent cash deposits. The origin of these funds is unclear and the deposits are inconsistent with transnational history shown. I am not satisfied that this money is genuinely available to for your exclusive use. I am not satisfied that this money is genuinely available to you for your exclusive use. Deposits in the account bear little relation to your started income and I do not discount the possibility that an attempt purposes of this application. This undermines your intentions.

* Furthermore you are currently resident in Sri Lanka. I am aware that UK foreign office travel advise highlights that political demonstrations and rallies have the potential to turn to violence and the outbreaks of violence in 2014 resulted in a number of deaths and damage to property. It also states that following the civil war tn the country there remains a heightened level of security in some parts and provides clear advise that travellers should be vigilant and avoid military areas and high security zones.

* I note that according to centrally produced official UK statistics. People applying from the same geographical region as you have applied from are more likely to go on to be non-compliant with their conditions of stay than people applying in other regions.

* Taking the above in to account I am therefore not satisfied that you are a genuine visitor who will leave the UK at the end of your visit or have sufficient funds to cover all reasonable costs in relation to their visit without or accessing public funds. This includes the cost of the return or onward journey, any cost relating to dependents, and the cost of planned activities such as a private medical treatment.
