Tier2 ICT to Tier 2 G

Hi,

I came to this country in September 2010 as ICT Tire2 established staff and my visa was renewed after every 2 years, I completed my 5 years in same visa this September 2015. Now my questions are
1) If I change my visa to tire2 general with new Sponsor, can I get ILR after 10 years which is 2020?
2) Can I change my visa from UK itself ?
