Referee For MN1 22 months old born in the UK

Hi,

Struggling to find a professional reference for my son's MN1, health visitor / GP no hope as usual.
As the child is only 22 months old, no teacher ! No idea, what else can I try !
I can get normal references from my british friends,
Should I just give 2 normal references ?
Or just give one normal and leave one blank ?
Do you guys think NCS will accept the application if reference is not satisfactory ?

In my opinion , any one in your family / friend circles with British citizen ship and holding good character as per guide line , can sign your child MN1 form . Please refer to MN1 guide line further
