Can a person who has got EEA family permist on the basis of dependency as extended family member od sister (EU national) can apply for his wife and children as EEA family dependent???

A FP is issued on the basis of dependency on an EEA national.

My understanding is the concerned persons would have to apply as extended family members & dependents of the sister as she is the EEA national in this case.

my fried is Indian national and he was given EEA Family visa being a dependent of his sister who has Italin nationality. Now my friend want to get his wife and daughter in uk ...my question is being as an EEA dependent can he apply for his dependent wife and child?
