carer allowance and education

I need some answer if i am under FLR m and with no recourse to public funds and i want to study is there any way that i can get help from the gov't? Is there any age limit to get help? regarding carer allowance if your partner under dla and your wife under immigration control with no public funds if she apply for carer allowance is that braking the law?
