Tier 4 child student granted ILR

Hello,
I am asking this question on behalf of a family friend and I hope someone will be able to help.

This family friend of ours has four children age between 10 and 16 years old, they are all on a Tier 4 child student visa, attending private school and paying international fees as required. They first came to the UK in 2012/2013. Last year, they changed their school and according to the immigration rules, required to apply for a new visa in order to change their sponsor. We completed their application form, booked one day appointment and went to Croydon with all relevant documents. Please note, the application was submitted in twos (i.e two separate applications were made, each time with two child using same supporing documents e.g bank statement).

However, we noticed that instead of new tier 4 student visa to be issued, an indefinite leave to remain was issued to each child. This was also the case when the second set of children applied. So, all four children now hve indefinite leave to remain.

Here are mu questions:
1. Does anybody know if there is a provision in the immigration rule(s) that will allow case workerr to issue ILR in these instances pleases?

2. are they eligible to apply for registration as a british citizen after one year anniversary of their ILR? If yes, under which section can they apply please?

Sounds like a mistake, speak to UKVI and get it corrected.
