Article 8 application's work right!

Hello everyone,

I would like to help a struggling family from my community who are being in fighting with the home home office for 4 over years without the work right, now their children turned 19 and their appeal is still pending so I would like to know if they can request permission to work? or is there any grounds like failed asylum seekers getting permission to work like can they get something? please someone kindly advice what they can do and I would highly appreciate it.
