Hello,

Please can someone advise when to apply for the un-restricted certificates allocation (before April or after April)

Certificate will be issued in August 2016 for Tier 2 extension

There is no allocation limit for U-COS. Employer can request any time when they decide to assign the COS. Usually it takes around 4 to 8 weeks to get it allocated depending on the situation.
Expert can give more info on it.

I know there is no allocation limit but I do believe employer has to apply for U-cos.

last time U-cos was used in 2013

sponsors have received the email asking them to apply for cos allocations for next year (april 2016-march 2017).
your sponsor should log in to sms and apply for next year cos.
you should also make sure that you check with your employer that they have received the allocation in April to issue you later in the year.
