Increase in annual income requirement?

Hi all, my Japanese fiance is living with me (British) in the UK on a partner visa. I found this article on The Independent that says that the current annual minimum requirement is £20,800 and it would be increased to £35,000 from April.

Does this affect us after a certain amount of time? My partner has only been on her visa for a year and so have a year and a half remaining. When we applied the requirement was £18,600 and looking at the HO website, it still is. I don't see where or who this ridiculous requirement applies to? Is it for those applying for ILR?

Any advice or info would be appreciated. Thanks!

The clue should have been in the minimum annual earnings level. For a spouse this is currently £18,600, not £20,800
(Casa, not CR001)
