Family Visitor visa - Government employee - urgent help

My parent-in-law want's to visit to see her daughter. My father-in-law is a active central govt employee and someone said to get the visa requires to submit GOVT employer NOC. And they came to know getting NOC is very long procedure. . My father-in-law will return to india within 2 weeks of time & back to work and mother-in-law will stay us for a while.

Is NOC mandatory to visa application? or taking a letter from his superior about leave applied is good enough?

They intend to submit following below documents apart from my invitation papers from uk..

1. Letter of leave appiled.
2. 6month payslip
3. 6mths bank & statement including some FD receipt.
4. Flat property paper
5. Aadhar card of both.

is any more documents of parent-in-laws need to submit, please advise..
