visa refusal , ussr to uk

i have just had my girlfriends visa refused from Russia to uk as a vistor for 3 weeks stay ,
as the sponsor my documents said satisfied on the balance of probabilities they believed to be ok
the onas is the applicant to meet the requirements in her own rights ,
the say her financial are not as she states , but she says her documents was correct
i had sent gifts in money gram to her and to fund a flight to be together on holiday , and cost of the agency fee
she did not allocate this to her income source , it was a gift
they said a document said she was housekeeper when she is a shop worker , we have the document there is no reference to this ,
as the sponsor i sent $452.86 to fund a flight to Egypt , we flew in October but booked in august they do not believe ,

conclusion
not satisfied that your circumstances in Russia are as you state
not satisfied your intentions you will leave after completion in England

say i have no right to appeal or right to admin review , only re apply in 12 months ,

We are in shock , the reason for refusal is so weak ,
we have been on holiday in egypt 5 times but due to the no-fly zone now is why we opted for the visa to see each other ,

can anybody help or give advise on this thread please

There are still many visa-free countries for Russian passport holders to visit, some in Europe & N. Africa as well as Asia:

USSR ceased to exist December 1991...

Did she have any reasons to return, i.e. job with letter from her boss, property, kids etc? Also it's fair to mention falsifying documents is common in Russia, we've just had my Russian mother-in-law here with no problems, be we made sure all documents were bona-fide, translated and duly notarised.

all documents was present and correct , the agency said the documents was 100 %
yes she had letter from employer , stating salary , and her work , she as good family and friends in Russia an overstay is illegal ,and was only a visit only , i dont want immigration knocking on my door
it states a return flight ticket should be purchased after the visa granted , i would of confirmed purchase after if needed ,
we had no intentions of a overstay , and was planning the days ahead on her visit .
to be told they do not believe she will return home ????

now been told we have to wait 12 months before applying again , without a review or been given the chance to answer to the refusal ,

stupid i have to visit another country , fund her holiday , and all will be good ,
yet she cannot come here for a visit , thought tourism was good for the economy

The agency? What agency? You must agree that there was some doubt over discrepancies in her statement. i.e "not satisfied that your circumstances in Russia are as you state"
