Tier 2 promoted and transfer to different branch

Hi,
My wife is a nurse on tier 2 general visa. She works in a private company and was promoted and need to transfer to a different location.
1. Is she qualified for lateral transfer?
2. Does she needs a new visa?

Money wise, we would be spending nearly 4k if she needs a new visa because me and our son are her dependants. We simply cannot afford the cost of a new application.

Transfer is fine. However, in her new role, will the responsibilities remain the same as earlier role? If the responsibilities change and the SOC code that was selected earlier is not valid, a new application will be reqd if the organisation decides that a different SOC code will become applicable for her new role. This may also mean conducting an RLMT if required. The the SOC code remain the same, then no need to apply for a new visa.
