shift,tier 4 dependent to tier 2

Hi All, Currently I am on Tier 4 Dependent Visa. Can i shift to tier 2 ? I dont have UK Degree .GOVT Web site says you should have u should have Uk Degree to shift . Confused that uk degree rule apply only on Student or Student dependent as well

if you can get a job, and they can issue u with a Restricted cos, compelte rlmt, you change to tier 2. you can also apply within uk. you do not need to have a uk degree, but will have to give an english test to prove your language skills.
