2.3 - Issuing Authority of Passport

what do I fill in 2.3, for passport issued in Delhi, INDIA
In the passport it is not specified clearly anywhere..

There will be a stamp from "Regional Passport Office, Delhi" in your passport. So you can mention the same "Regional Passport Office, Delhi, India" in the issuing authority.
