FLR(FP) Letter Received from Home Office

Hello board members, I am first time here and hope some one would help me with a small question. I recently applied my wife FLR (FP) visa ( I am BC and have 2 BC kids) and today I only received a letter from Home Office saying that your application raises some human rights issues which are complex in nature and fall out of our standard process time .....

Is this letter normal I mean every FRL FP applicant receiving same letter or only my wife got this letter? 

Any information are much appriciated, thanks in advance

Most FLR(FP) applications have complex issues and an applicant is only using this route due to not meeting the standard requirements for other visa categories. This means that processing the application is generally a lengthy process, and the letter is likely to be a standard communication.

By the way, posting for help very late at night when most members (at least within Europe) are in bed asleep....and then chasing for a reply fairly early the next morning, saying that you are 'still waiting' is slightly impatient. :|
