Free Movement Rights from India

Hi

My friend wife is Polish.He has 2 children and all of them are living in India.
He is planning to come to UK.He want s to apply for EEA family permit.
Can he apply EEA family permit on the basis that he will come with his wife to UK and then she will start working in UK.
Is it possible while she is not working in UK and living in India and she still can make application for her husband ?

Please advice

They can arrive together if he applies for a Family Permit from India before travelling. His wife will have to start work or study within 3 months of arrival in the UK.

it means the husband can apply for entry clearance from India even though wife has never visit or work in UK before??
what documents they need to show please advice

Yes, that is the meaning of EU free movement.
It is 'free' as in 'freedom' (not as in 'free beer').
