If I stay in Canada till 2020 I get eligibility to get Canada passport till then I want to come to UK to maintain my ILR in mean time. Since I have my ILR till 2023 I want to stay continuously from then. Is it risk of doing like this.
It appears you have totally misunderstood ILR & UK Immigration Regulations.
Your ILR is not valid 'until 2023';
it is the physical card that (in your case) will require renewal in 2023; (just as a drivers license, for example, needs renewing with a new photo, after some time).
You can only maintain your ILR in UK if you are habitually resident.
This is not maintained by brief visits.
As was mentioned previously here:

You can expect to be questioned on re-entry on these flying visits;
if the IO is not satisfied with your residency she (/he) can revoke your ILR on the spot or simply stamp you into UK as a 'visitor'.
If you have serious ambitions to maintain any sort of viable connection with UK suggest apply for the privilege of citizenship.
