Tier 2 extension

Hi,

My extension is due in July 2016, my employee does not have allocation at the moment although they have requested for allocation to home office this week, they are suppose to generate COS for me on 6 April, I am wandering will they be able to generate my COS based on the existing COS even if they wont have allocation in worst case by that or they have to have allocation available before they generate new COS
