Eligibility to bring my brother in UK

I am a full time Ph D student in Physics at University of Edinburgh. I have an emergency so I need your help. I am from India and I am on TIER 4 general student visa. I don't have my parents but a younger brother. My younger brother has some mental condition so he needs special attention. He is above 18 but has a mind of a young child. He is currently living with our relatives but its deteriorating his both physical and mental condition. I want to bring him here as I am the only one left in family who can take care of him. Its kind of urgent now as he is in hospital and my relatives are not very caring. Could you please tell me the procedure of bringing him here? Its kind of urgent and I would be really grateful for your help.

The circumstances you have set out although compelling do not lend themselves to a particularly clear route for your brother to come to the UK.
As a tier 4 visa holder you do not have a particularly strong case in any event as it is a temporary visa with no long term method that leads to ILR in its own right.

So the only option you have with your visa is as a dependent, given the age of your brother that is already precluded.
The other points you have stated regarding his health will also be a barrier to coming to the UK. Unless you have a large pot of spare cash to pay for treatment privately the visit visa for healthcare is not going to be available.

If your brother was homeless and destitute and there were no relatives at all, you would get close being considered but not under a tier 4 visa. You would have to have PR.

The previous post asks if your brother is financially dependent on you, even if that is a yes it is fairly meaningless.

Pretty sure it's not possible. The UKVI stance will be why can you not go to India and look after him.
