National transpositions of 2004/38/EC: travel without EEA na

Hello

I am not sure if this has been done. Please don't throw rotten tomatoes but point me in the right direction. I am interested to see if efforts were put to identify how different EU nations transposed 2004/38/EC and which ones (e.g. Ireland) allow RC holders visa free even in the absence of EEA sponsor with them, or if they do not travel there to join their EEA sponsor. Thank you!

I. Exemption from the visa regime for family members of EU/EEA nationals:


For clarification purposes holders of passports of European Union member states and also Switzerland, Iceland, Lichtenstein and Norway are referred to further as EU nationals.

If you are a Non EU passport holder and are a family member of an EU national you may stay temporarily in the territory of the Czech Republic without a visa ONLY if you fulfil the following conditions:

You hold either a "Permanent Residence Card" or a "Residence Card of a Family Member of an EEA National" issued by the competent British authorities in accordance with EU Directive 38/2004 (see examples below, always check the "Type Of Document" written on the vignette/sticker) and
the period of stay in the Czech Republic does not exceed 90 days (three months).


The visa free rule applies even if travelling to the Czech Republic without the attendance of an EU citizen. Furthermore, this only applies when travelling directly to the Czech Republic. If you travel to the Czech Republic via another EU member state please double check with that respective state´s Embassy in London whether the visa free regime applies to you also in that country

3. It is hereby declared that the following classes of non-nationals are specified as classes the members of which are not required to be in possession of a valid Irish visa when landing in the State:

(c) non-nationals who are family members of a Union citizen and holders of a document called “Residence card of a family member of a Union citizen” as referred to in Article 10 of the Directive of 2004;
