IELTS test for Tier 2 visa

Hi

I am going to apply for a Tier 2 visa. I will take an IELTS test and use the results for the application.
I read in the Tier_2_Policy_Guidance_11_2015 that the Home Office now use the reference number of IELTS test to check the applicant's test scores online.
Should I wait and only submit my application after my IELTS scores are available online? Can I submit my application a certain days before my IELTS scores are published online?

I also asked UKVI about this. Apparently they have no written rules on this, and they say it's better wait till my scores are published.

Does anyone have some experience with this?
