Can someone please tell me whether this will apply on COS Allocated after 1st April 2017 or will it apply on existing COS As well.

Also if someone is getting ILR in somewhere in 2017 like Auugust or September then Sponsor can cancel COS After ILR Allocaiton. In this way, full year wont be even completed? Will money still be charged?

The MAC strongly supported the introduction of the Immigration Skills Charge to incentivise employers to reduce their reliance on migrant workers and to invest in training and up-skilling UK workers.
The charge will be levied on Tier 2 employers at a rate of £1,000 per Certificate of Sponsorship per year. A reduced rate of £364 will apply to small and charitable sponsors, as defined by Immigration and Nationality (Fees) Regulations. PhD level occupations, the Intra Company Transfer Graduate Trainee category, and those switching from a Tier 4 student visa to a Tier 2 visa will be exempt.

You will see that there has been no information released at present on whether this will only apply to new applicants or will include existing Tier-2 PBS migrants.

However the last bit is really hopeful where it says more probability is that it will be only for new recruits

There is no information yet on whether the charge will be applied only to new Tier 2 migrant recruits, which seems probable, or will also apply to existing Tier 2 workers.

Stuff about cos.
ukvi ALLOCATES a cos to an employer
employer then ASSIGNS a cos to employee
employee then uses that cos and applies for the visa.
once the visa is granted/refused, the cos status is changed to USED.

Now say if the cos and visa was issued for 3 years, this cos will always be in used status, in either of the 2 cases below.
the employee resigns after (say) 6 months and applies for new job
completes his entire duration of visa of 3 years and then extends using a new cos.

Keeping in view of above, i dont think it can/will apply to people who already have visas, but will apply to those when applying new.
